DailyTech - Police: Mock us in Cartoons, go to Prison The First Amendment of the U.S. Constitution, the guiding document of Washington and other U.S. states, reads:

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

In this case both the police department appears to be hoping to violate both the freedom of speech and freedom of press protections.
